Khawaja Tanveer Ahmed, Chief Commissioner, Regional Tax Office (RTO) Karachi-II has taken certain steps to make the RTO a model tax office in the business hub of the country and has asked each Zone to book/issue NTN to at least 10,000 new taxpayers till June 30, 2013.

Sources told Business Recorder on Thursday that the Chief Commissioner had issued a new plan for the tax officers of Karachi to increase revenue collection and expand the tax base with special focus on taxpayers' facilitation. The plan, which has been communicated to the Commissioners, covers areas including broadening of tax base, notices to non-filers of returns, minimum tax recovery, creation of current demands, audit, desk-audit of returns for tax year 2012 and action under section 122(5A) of the Income Tax Ordinance ie amendment of assessment orders.

The monthly performance reports (MPRs) for the month of November, 2012, indicate zero result for broadening of tax base and discovery of new taxpayers. Under the plan, each Zone has a target to book/issue NTN to 10,000 new taxpayers till June 30, 2013 and failure to achieve the assigned target shall be viewed as failing of the Zonal head. The Commissioners of Zone-I to Zone-IV have once again been advised to give target to each and every officer of Enforcement Unit, keeping in view the present jurisdiction of the Zone.

With a view to monitor performance, it has been decided that notices to all non-filers (non-corporate) shall be issued by the end of December, 2012 and daily performance shall be sent to the regional authorities. The Chief Commissioner has directed that each and every return be examined in respect of chargeability of minimum tax under section 113 of the Income Tax Ordinance, 2001.

It has been also directed that performance of Additional Commissioners IR, Audit shall also be viewed on speaking orders passed u/s 122(5A) of the Income Tax Ordinance, 2001 and corresponding sections in Sales Tax and federal excise duty (FED). Henceforth it has been decided that every Additional Commissioner IR, Audit shall pass five speaking orders u/s 122(5A) every month and copies thereof shall be endorsed to RTO-II.

According to the plan, performance of officers holding audit charges shall be gauged on creation of current demand during the current financial year. Henceforth, it has been decided that every Officer holding audit charge shall pass five speaking orders u/s 177 every month and copies thereof shall be endorsed to this office for record. Monthly review meeting with each officer will be held during the first week of succeeding month.

Desk Audit should be completed pertaining to returns filed for Tax Year-2012 by January 30, 2012 with specific reference to charging of workers welfare fund (WWF), proration of expenses, filing of complete documents etc. A certificate to this effect duly signed by the CIR concerned should reach RTO-II Karachi by February 5, 2013.
